COGECO CABLE ADDS A NEW PREMIUM SERVICE TO ITS DIGITAL LINE-UP IN ONTARIO

Cogeco Cable adds a new premium service to its digital line-up in Ontario
Montréal, August 31, 2007 — Cogeco Cable (TSX: CCA) announced today the launch of a new
premium digital service. The Setanta International Sports Pak offers access to live and delayed top
flight European soccer, international rugby, and other global sports. The programming is now
available to the majority of Cogeco Cable Digital Cable customers in the areas served in Ontario.

with Barclays Premier English League–as well as this year’s largest sporting event, Rugby World
Cup 2007. Cogeco Cable is committed to delivering to its customers the best TV experience
possible. By adding the Setanta International Sports Pak to our digital television line-up, we are
giving our customers the choice to watch even more of what they want. As we continue to invest in
our state-of-the-art cable network, we will continue to launch new digital channels and services as
they become available,” declared Mr. Ron Perrotta, Vice President, Marketing of Cogeco Cable.
Setanta International Sports Pak (available on channel 421) will be available for free to the majority
of Cogeco Digital Cable subscribers in Ontario until September 7, 2007. Customers will then be able
to subscribe to this premium digital service at the regular monthly rate of $14.99.
“Our Digital Cable service has been gaining popularity with more than 43,000 new subscribers in
the three first quarters of fiscal 2007, which confirms that customers appreciate the variety, quality
and control that Cogeco Cable’s Digital Television service provides them,” Mr. Perrotta concluded.
